Is the gift of faith given only to some? (Romans 9)

Hank Hanegraaff, the host of the Bible Answer Man broadcast, talks with Rich who wants to know if the gift of faith given only to some. Hank explains that he believes that the Holy Spirit moves all of humanity so that we can either reject the wooing of the Holy Spirit or reject His wooing. One of the problems is when you come to Romans 9 in particular you have to ask the question, “What is really being discussed” in the passage. Is that question: Why do some believe? Why do the Gentiles believe? And also why do some not believe? Why do the Jews not believe? However, this is not the real question that is being addressed which is actually why are some experiencing judgment while others are experiencing salvation and blessing.
